This pamphlet discusses the risk of exposure to HIV during emergency situations such as war, civil strife, disasters or epidemics, since many of the conditions that facilitate the spread of HIV are present in emergencies. These conditions include poverty; loss of income and livelihood; lack of food, health care, and education; powerlessness leading to rape and sexual violence; impoverishment leading women and girls to exchange sex for survival; displacement and break-up of families; breakdown of school and health systems; unaccompanied and unsupervised children and young people; and limited access to condoms and treatment of STDs. The pamphlet notes that an Inter-Agency Task Force has developed guidelines for use during emergency settings and a set of briefing and training materials are being developed to help implement the guidelines.
