It also includes data on spending trends since fiscal year 1995.

It lists the goals of an ARV treatment program as reducing illnesses and death due to HIV/AIDS, providing safe and effective treatment, working towards providing universal access to treatment, making the best possible use of resources, and integrating ARV treatment with other public health resources.

Perspectives and Practice in Antiretroviral Treatment: Approaches to the Management of HIV/AIDS in Cuba: Case Study

This report is a case study of Cuba’s response to HIV. The report presents the background information on Cuba’s initial response to the HIV/AIDS epidemic, the establishment of AIDS sanatoria from 1986-1993 for taking care of HIV positive persons, the institution of an ambulatory care system for HIV treatment of people who want to remain at home, and introduction of antiretroviral (ART) treatment in 1996. Cuba began producing its own antiretrovirals in 2001, and 100% ART treatment was achieved in 2003. The report lists the drugs and regimens used in Cuba and the criteria to initiate ART.

Debt-for-AIDS Swaps: A UNAIDS Policy Information Brief

This policy paper discusses "debt swaps" as a way of funding the expansion of HIV/AIDS programs for countries that have problems paying or are unable to pay their external debt. The paper presents definitions and categories of swaps such as debt for equity swaps, debt buy-backs, debt-for-nature swaps, and debt for development swaps. It also discusses advantages and disadvantages of debt swaps, and provides information on the use of debt swaps by low-income countries severely affected by HIV/AIDS in order to scale up their HIV/AIDS programs.

Guidelines for Effective Use of Data from HIV Surveillance Systems

It presents three major areas of data use: program planning, program monitoring and evaluation, and advocacy, with examples showing how to use the data in these ways. The monograph emphasizes that data should be of high quality, and focuses on the presentation of surveillance data. It provides ways to improve the effectiveness of data presentation such as the use of specific software that allows various types of presentations and visual effects.

This monograph is a guide to strengthen the TB contact investigators' skills in engaging clients in discussion about HIV counseling and testing as part of the standard care of TB assessment and treatment. It provides the contact investigator with information needed to engage in a discussioin with TB contacts and persuade them to agree to be tested for HIV. It includes guidelines to help the TB program manager implement a program for a particular jurisdiction. The monograph also includes training to teach the knowledge, skills, attitudes necessary to add HIV to the TB contact investigations.

A Guide to Monitoring and Evaluating HIV/AIDS Care and Support

This monograph defines programs for HIV/AIDS care and support and describes what a monitoring and evaluation system for HIV/AIDS should look like as well as presents indicators for monitoring and evaluation of these programs. It lists the components of HIV/AIDS care and support programs, and provides a monitoring and evaluating system called operations research. An example of an operations research study is included. The guide focuses on clinical aspects of care and support.
