National AIDS Councils: Monitoring and Evaluation Operations Manual

This manual is a guide for practitioners who design and implement program monitoring and evaluation (M&E) such as National AIDS Councils (NACs), particularly those in the role of grant-provider and their public sector and civil society implementing partners in sub-Saharan Africa and donor institutions involved in the preparation, implementation, and M&E of HIV/AIDS programs in partnership with NACs. The manual introduces key concepts; presents procedures along with a checklist of the process, timing, and costs of building participatory program M&E for NACs.

This pamphlet presents guidelines for a peer counseling intervention and a contingency contract intervention to achieve treatment adherence of adolescents undergoing preventive TB treatment. The pamphlet discusses the advantages of peer counseling and describes the peer counselor component, recruitment, criteria and training for counselors, patient orientation to peer counseling, and possible challenges that may arise during the intervention.

Adolescent Tuberculosis: Tools for Prevention: Tuberculosis Control in an Adolescent Population: Part A

This pamphlet discusses a study, conducted at two health centers, to examine the effects of Educational Peer Counseling and Parent-Participant Contingency Contracting on treatment adherence of adolescents undergoing preventive TB treatment. Adolescents were randomly divided into a peer counseling group, contingency contract group, a group that combined both peer counseling and contingency contracting, and a fourth group that received the usual clinic care. A slightly higher number of participants in the combined interventions group completed treatment.

Communities of Color and HIV/AIDS

This information sheet discusses the impact of HIV/AIDS on communities of color. It reports that people of color have been disproportionately affected by HIV/AIDS and represent the highest number of new AIDS cases and the largest number of people living with AIDS in the US. The information sheet discusses the reasons behind these statistics and some of the programs that have been developed in response.

Women and HIV/AIDS

This information sheet discusses the prevalence of HIV/AIDS among women. The sheet presents statistics on the number of women living with HIV/AIDS and notes that the majority of new AIDS cases are African American women and Latinas. Reasons for the higher proportion of women contracting HIV are discussed including the lack of an effective female-controlled method of HIV prevention, women are at-risk because they may not be aware of the high-risk behavior of their partners, and HIV is transmitted eight times more efficiently from men to women.

The information sheet explains how older adults have been impacted by HIV/AIDS, what factors make them susceptible to HIV transmission, and special considerations that must be acknowledged in the treatment of HIV/AIDS in older adults. It makes recommendations to improve the effectiveness of HIV/AIDS prevention education, diagnosis, and treatment of older adults.

Physician Prescription of Sterile Syringes to Injection Drug Users

This information sheet discusses physician prescription of sterile syringes to injection drug users (IDUs) who continue to inject, in order to prevent the acquisition and transmission of HIV and other blood-borne diseases. Physician prescription of sterile syringes will not only help IDUs receive sterile syringes legally, but also can create links to other health care and social services that IDUs would not normally seek out. The example is given of a progam in Rhode Island that is examining the feasiblity of physician prescription in a community setting.

A phenomenon labeled “sexual migration” is also a key element in HIV incidence, as Mexicans travel to the United States to redefine their sexual and gender identities. Other topics include the ways in which acculturation affects HIV risk and the need for enhanced prevention efforts.
